The increasing occurrence of low probability but high impact events such as earthquakes has highlighted the need for resilient operational strategies in active distribution networks. This study proposes a frxamework for resilient reconfiguration of active distribution networks using mobile energy storage systems (MESS) while considering protection constraints. The proposed model is implemented and evaluated on the test systems distribution network. The problem is formulated as a multi objective optimization model that simultaneously considers investment and operational costs, resilience indices including energy not supplied and recovery time, power losses, and protection performance indicators such as sensitivity, reliability, and coordination of protective devices. To reflect the economic impacts of earthquakes, system costs are modeled under both normal and post disaster operating conditions. The optimization problem is solved using NSGA III and PSO algorithms, and a fuzzy satisfaction baxsed decision making frxamework is applied to select the final solution from the Pareto front. Results demonstrate that the simultaneous application of network reconfiguration and MESS significantly improves both economic performance and system resilience. In the IEEE 33 node network, earthquakes considerably increase operational costs, while the proposed approach mitigates a substantial portion of this increase and reduces both energy not supplied and recovery time. The results obtained for the Tehran 95 node network further confirm the effectiveness of the proposed frxamework in large scale systems. Moreover, ignoring protection constraints may lead to apparently cheaper solutions but can violate protection coordination and reliability requirements; therefore, considering economic, resilience, and protection aspects simultaneously is essential for secure post earthquake network operation.
