Objective: The main objective of this study is to identify and prioritize the evaluation criteria of Human Resource Information Systems (HRIS) using a novel decision-making approach: the Opportunity Losses-baxsed Polar Coordinate Distance Model (OPLO-POCOD).
Methodology: This research is applied in purpose and employs a mixed-methods (qualitative-quantitative) approach. Initially, 27 evaluation criteria across five main domains (HRM functions, technology, software quality, cost, and vendor support) were screened and validated using the Fuzzy Delphi technique. Subsequently, the baxse Criterion Method (BCM) was utilized to weight these criteria with minimal inconsistency. Finally, the novel OPLO-POCOD technique was applied to prioritize the criteria and evaluate the performance of organizations baxsed on the Degree of Opportunity Loss (DOL). The case study was conducted on 7 organizations (sites) operating in Iraq.
Findings: The BCM results indicated that "Employee Information Management" (0.0675), "Compensation and Benefits with Budget Management" (0.0637), and "Employee Training Management" (0.0592) hold the highest importance from the experts' perspective. Conversely, the OPLO-POCOD analysis revealed that the lowest Degree of Opportunity Loss (DOL) belongs to "Vendor's Technological Capability" (0.0051) and "Operating and Maintenance Costs" (0.0063), while the highest gaps (highest DOL) are related to "Efficiency" (0.0355), "Employee Information Management" (0.0340), and "Compensation and Benefits" (0.0333). Furthermore, the performance evaluation showed that sites 7 and 4 demonstrated the best status in utilizing HRIS.
Conclusion: The studied organizations require a systematic approach to successfully implement and upgrade their HRIS. The primary focus should be on short-term, targeted investments in criteria with high weight and rapid improvement potential (such as training, recruitment, and performance management). Meanwhile, fundamental criteria like employee information management and compensation necessitate long-term strategic planning and the development of integrated infrastructures.
