Abstarct: Good governance, as a set of institutional principles and mechanisms, can affect the quality and efficiency of development policies and programs. Given the specific conditions of Iraqi government institutions and the challenges facing implementation, it is important to examine which dimensions of good governance are most effective in increasing the efficiency of development planning. Therefore, this study examines the impact of the dimensions of good governance on the efficiency of development planning in Iraqi government institutions. Given the specific political, economic, and social challenges in this country, the main objective of the study was to examine the role of different dimensions of good governance as a tool for improving the efficiency of development planning in government institutions. The statistical population of the research includes experts, middle and senior managers and planners active in key Iraqi ministries related to planning and development (such as the Ministry of Planning, Budget, Oil and Local Affairs), with an initial estimate of about 450 people in 2024. The sample size was determined using the Cochran formula to be about 146 people and was increased to 160 people to cover non-response and incomplete data, and the sampling was also carried out non-randomly. Structural equation analysis and PLS software were used to analyze the data. In this study, six dimensions of good governance were examined, including transparency, accountability, rule of law, participation and institutional efficiency. The results of the analysis showed that the components of "accountability", "participation" and "institutional efficiency" have a positive and significant effect on the efficiency of development planning. In addition, the study failed to find a positive and significant relationship for “transparency” and “rule of law”, but these components showed negative effects on planning efficiency. The findings of this study indicate the need to review the implementation processes related to transparency and rule of law in order to improve the efficiency of Iraqi government institutions. This research can be used as a basis for future policymaking and research in the field of good governance and sustainable development in Iraq.
