Abstarct: In today's world where information technology plays a pivotal role in the growth and development of organizations, the selection and evaluation of specialized human resources in this field is of particular importance. This study, tixtled "Assessment and Ranking of Skills Needed for IT Employees: Missed Opportunity Technique baxsed on Distance in Polar Coordinate Space," examines the challenges of hiring and prioritizing skills in the IT sector. The statement of the problem shows that there is a positive relationship between IT skills and organizational performance, but IT managers often lack the necessary interpersonal and leadership skills, which leads to project failure. Previous studies emphasize the need for a combination of technical skills (such as programming and systems analysis) and soft skills (such as communication, negotiation, and project management). Also, psychological, objective, and personal characteristics such as teamwork, emotional stability, and openness to innovation are essential for competitiveness. Given the complexity of hiring decisions, especially after the COVID-19 pandemic, which increased the demand for IT professionals, this study uses multi-criteria decision-making methods to evaluate and rank skills. The necessity of the study stems from globalization, rapid technological change, and the impact of COVID-19. According to the US Bureau of Labor Statistics, employment in the IT sector grew by 1.2% during the pandemic, while overall employment decreased by 17.6 million jobs. This highlights the need for skilled labor, but the personnel selection process is often fraught with qualitative and quantitative uncertainties. Previous studies have proposed methods such as fuzzy AHP, fuzzy TOPSIS, fuzzy VIKOR, and ELECTRE for personnel selection, but this study introduces a novel hybrid model baxsed on the distance-baxsed missed opportunity technique in coordinate space. This technique provides a more accurate ranking by calculating missed opportunities and distance in polar space and is baxsed on the basic criterion method for weighting criteria and fuzzy Delphi for identifying skills. The research objectives include identifying the skills needed by IT employees (Objective 1) and prioritizing them with the OPLO-POCOD technique (Objective 2). The research questions are: What are the skills needed by IT employees? And how can they be prioritized with OPLO-POCOD? The background of the subject shows the impact of the pandemic on the IT workforce, where roles such as software development, cybersecurity and data science are in high demand. The classification of skills into three groups, professional, applied and basic, and the emphasis on behavioral skills are among the key aspects. The research methodology is a hybrid: Fuzzy Delphi for skills screening using expert opinion and fuzzy numbers, BCM for criteria weighting with pairwise comparisons, and OPLO-POCOD for ranking with the steps of forming a decision matrix, normalization, calculating missed opportunity, polar distance, and missed opportunity degree. The model is implemented in the IT department of a company in Iraq (as a developing country) and integrates criteria such as assessment center score and face-to-face interview. The expected results include an objective frxamework for decision-making that reduces human ambiguity and increases candidate alignment with organizational values. This research responds to the literature gap in emerging economies after COVID-19 and provides practical insights for HR managers. The research implementation time is 6 months, with the steps of literature review, data collection, implementation, analysis, and writing. The costs mainly include materials and measurements, and the research is non-demand-driven. Ultimately, this study not only helps in prioritizing skills but also provides a basis for future studies in different industries.
